The severe economic downturn has influenced many employed within contracting to seek job security and stable employment within the civil service ranks.  Competitive salaries, significant employee benefits and the ability to serve as decision makers are luring many back into the government sector.  Many large contracting firms have experienced significant layoffs as a result of decreased funding and have therefore reduced manpower and overhead costs.  The recent USG policy to transition more to a government-based employer at the expense of letting contracts for service is also in the process of increasing civil service rank and file membership.
