Supplementary Narrative Statements (SNS) and Executive Core Qualifications (ECQ)
Senior Executive (SE) and Senior Leadership (SL) positions offer exceptionally qualified individuals a rare opportunity to serve within our federal government. There are also Scientific and Professional (ST) positions for the sake of discussion that are included within the executive grade structure. Permanently allocated SES positions within the federal government are less than 10,000 and although not  specifically limited are space controlled by the Office of Personnel Management.  The number of Defense Intelligence Senior Leader and Senior Executive Service (DISES) positions available are therefore far and few between and the competition is extremely tight. Our unofficial count of announced positions since February at our targeted Organization indicates less than 100 as of mid October with approximately 130 advertised at any given time available across the entire Federal government on a daily basis.

SES leaders consist of men and women and are charged with leading the continuing transformation of our government as well as defense intelligence. Leaders must possess executive skills and share a commitment to government and public service as is grounded in the Constitution. They are the major link between executive branch appointees and the rest of the Federal work force. Beginning with the Deputy Director they serve as deputy directors of major subordinate elements as well as occupy various leadership and management positions within.

At Federal Career Placement Services, LC we dedicate ourselves with the utmost of professionalism to satisfy a senior client's desire to seek out this prestigious opportunity. Under the best of conditions we begin consultation with prospective clients upon receipt of their requests for assistance.  FCPS representatives are completely knowledgeable of every DISL/DISES vacancy announcement as soon as they are posted within our targeted Organization and watch all federal SES vacancies on a recurring basis.  Time is clearly of the essence with all ECQ submissions. Moving in rapid sequence we will coordinate one-on-one to receive all available information and begin preparing the mandatory responses.  Every effort is made to quickly defuse the "delta" which frequently encompasses the period of time between the announcement's posting and the time a client commits to a formal support request.

The U.S. Office of Personnel Management Guide to Senior Executive Service Qualifications is the principal authority to be used for every reply when responding to senior executive vacancies. Select members of the FCPS management staff will dedicate considerable time and effort to prepare a candidate's Supplemental Narrative Statement (SNS).  This describes in sufficient detail the experience, education, and accomplishments which have provided them the skills and knowledge required in the technical qualification areas listed for the vacancy.  We ensure each application fully addresses all of the vacancy's Factors as incomplete narratives are not given further consideration.  The application will essentially die within the initial staffing review process.

As we prepare the SNS each of the five Executive Core Qualifications (ECQs) will be addressed to articulate the applicant's broad executive skills.  A substantive outline is then prepared and will incorporate elements of a candidate's experience.  We will then proceed to enhance our narratives by integrating each of the six fundamental competencies to highlight personal and professional attributes.  Proceeding deliberately and with considerable effort, we will interject remaining portions of a candidate's career accomplishments.  This addresses many of the remaining 22 specific competencies as listed within each ECQ.

Our proven ability to write effective ECQs and help clients compete for DISL/DISES positions is based on a unique combination of highly effective writing skills and extensive Agency and federal experience. We then bring these together with a high understanding of the position's duty responsibilities and  familiarity of the Directorate's leadership style. It must be noted that we frequently collaborate with our clients to create a classified response. Our representatives will discuss this issue carefully to ensure responses are formatted in a manner that facilitates the client's classified entires wherever deemed possible.  Much information of value can be excluded when submitting unclassified responses.
